2012 Irrigation Rates

Twin Valleys Public Power District Irrigation Rates

Total Control Rate (#57) - If the consumer chooses the Total Control Rate, the District has the option of interrupting the service anytime during the peak demand periods of the District's system; and the following rate shall apply.

A horsepower charge of $21.34 per horsepower; plus the applicable charges for energy (kWh) use.    

Four Day Control Rate (#56) - If the consumer chooses the Four Day Control Rate, the District has the option of interrupting the service for four consecutive days each week during the peak demand periods of the District's system; and the following rate shall apply.

A horsepower charge of $34.60 per horsepower; plus the applicable charges for energy (kWh) use.            

No Control Rate (#55) - If the consumer chooses the No Control Rate, the District will not interrupt the service; and the following rate shall apply.

A horsepower charge of $58.82 per horsepower; plus the applicable charges for energy (kWh) use.            

Standby Rate (#59) - This rate is for the consumer that will not be using the irrigation service during the upcoming irrigation season; and the following rate shall apply.  The service will be disconnected, but will be left in place for future use.  The service may be connected for use between September 20 and May 10 at the consumer's request.

A horsepower charge of $17.42 per horsepower; plus the applicable charges for energy (kWh) use.            

Energy (Kilowatt-Hour) Charge  

All kilowatt-hour (kWh) usage for the period May 10 thru September 20         8.80 cents per kWh –Total Control (Rate #57)
All kilowatt-hour (kWh) usage for the period May 10 thru September 20         9.58 cents per kWh –Four Day Control (Rate #56)
All kilowatt-hour (kWh) usage for the period May 10 thru September 20        10.20 cents per kWh –No Control (Rate #55)

All kilowatt-hour (kWh) usage for the period September 21 thru May 9           5.67 cents per kWh (All Control Rates)              

Determination of Billing Horsepower - The horsepower for billing purposes shall be the manufacturer's nameplate rating or, at the District's option, the horsepower as determined by actual field measurement subject to the annual minimum.  Measurement in the field shall be determined by measuring the power input during a period of maximum demand. The maximum measured demand in kilowatts shall be multiplied by 1.34 to determine billing horsepower.

When the billing horsepower is determined by actual field measurement, the amount billed at the beginning of the irrigation season will be based on the connected nameplate rating of the motor(s), or the measured horsepower from the previous year if available.  The consumer's bill will be adjusted at the end of the irrigation season if measurement shows the maximum horsepower to be different than that previously billed.

For three-phase services, the billed horsepower may be less than the connected nameplate horsepower if the consumer has a secondary capacitor connected at each three-phase motor of 15 horsepower or above (excluding motors associated with the travel of a center pivot irrigation system) to increase the motor circuit power factor to 95% lagging.

Irrigators with a demand more than the connected nameplate or billed horsepower shall pay for the additional demand at the applicable control rate. If there are multiple motors at the service on different control rates, the additional demand will be billed at the higher control rate.              

Minimum Annual Charge - The minimum annual charge for irrigation services shall be the greater of $231.00 per year for single phase services and $362.40 per year for three phase services; or the horsepower charge as determined in accordance with the rates; or the amount specified in the Agreement For Service.

Energy (kWh) charges along with horsepower charges as determined in accordance with the rates will be combined to determine whether or not the consumer has met the obligation for the minimum annual charge.

Billing - The horsepower charge will be split and billed in May and July. The energy charge will normally be billed five times per year. When a customer changes to less control during the summer season, the higher horsepower charge for the new rate will apply for the entire summer season and the higher energy charge for the new rate will be applicable for the entire summer season.

Security Deposit - Irrigators with a poor credit history may also be required to make a security deposit of $30.00 per connected horsepower.  This deposit would be held (without accruing interest) until the end of the irrigation season; and may be applied toward the September or future billings.  All billings for usage and horsepower during the irrigation season must be kept current. 

Emergency Load Control - Serious electric system problems may cause the District to implement load control at any time; including Sundays, holidays, and the three days of the week Four Day Control customers would not be expected to be controlled. Normal operations would be restored as soon as possible after the emergency has ended.
